摘要:
作为国家与城市治理的空间基础，县级行政区划处在承上启下的关键环节，是深化供给侧结构性改革的重要着力点。城乡区域发展不平衡是构建新发展格局的突出堵点，主要体现在空间失衡、规模失衡和体制失衡等方面，“中部地区”“新增长极”和“中心城市”是新形势下推动城乡区域协调发展的关键切入点。然而，改革开放以来，中国县级行政区划调整存在着以东部地区、副省级及以上城市和整建制调整为主的特征，不利于不平衡发展问题的解决。在构建新发展格局的进程中，要实现分类指导、突出重点和系统推进，提高县级行政区划制度供给的有效性，促进区域经济协调发展和布局优化，推动经济高质量发展。
Abstract:
As the spatial basis of national and urban governance, county-level administrative divisions are the key link between the past and the next, and an important focus of deepening supply-side structural reform. This study holds that the imbalance between urban and rural development and between regions is a prominent blocking point in the construction of a new development pattern, which is mainly reflected in the spatial imbalance, scale imbalance and institutional imbalance. "Central region", "new growth pole" and "central city" are the key points to promote the coordinated development of urban and rural areas and regions under the new situation. However, since the reform and opening up, the administrative divisions at the county level in China are mainly characterized by "eastern regions", "cities above the deputy provincial level" and "adjustment of the integrated organizational system", which is not conducive to solving the problem of unbalanced development. In the process of constructing a new development pattern, it is necessary to realize classified guidance, highlight key points and promote systematic development, improve the effectiveness of the supply system of county-level administrative division, promote coordinated development of regional economy and optimization of regional layout, and promote high-quality economic development.
