摘要:
在高质量发展阶段，公共服务资源的均衡高效配置是超大城市治理现代化的核心标志。以纽约、伦敦、东京为对标案例，系统梳理其公共服务配置的逻辑与经验。研究发现，国际都市普遍遵循以包容公正为核心的价值导向，空间布局呈现中心集聚与交通生态指向并重的特征，构建“高等级—社区级”扁平化分级和精细化分类体系，广泛形成多元主体参与的供给格局，并强化技术驱动和未来前瞻性布局。针对上海公共服务资源的配置现状与问题，提出从价值重铸、空间重构、体系重整与机制创新4个维度系统优化，构建起均衡、品质、高效、智慧的公共服务体系。
Abstract:
In the phase of high-quality development, the balanced and efficient allocation of public service resources has become a core indicator of modern governance in megacities. This paper takes New York, London, and Tokyo as benchmark cases to systematically examine the logic and experience behind their public service configuration. The study finds that global cities generally adhere to an inclusive and equitable value orientation, exhibit spatial layouts that balance central agglomeration with transportation and ecological orientation, employ a flattened "high-level & community-level" hierarchical and refined classification system, and widely involve multiple actors in the provision of services. In response to the current situation and challenges in Shanghai’s public service resource allocation, this paper proposes a systematic optimization framework for Shanghai, encompassing value reorientation, spatial restructuring, system reorganization, and mechanism innovation, with the aim of building a balanced, high-quality, efficient, and smart public service system.
