摘要:
县域新型城镇化是新发展阶段落实“以人为核心”新型城镇化战略的重要着力点，也是实现中国式现代化的必由之路。在中国式现代化语境下重新认识县域新型城镇化，探索中国式现代化道路模式下的县域新型城镇化发展路径，对于实施和推进新型城镇化战略具有重要意义。采用归纳总结法和逻辑推理法，在梳理中国式县域新型城镇化的政策演进历程及现状发展特征基础上，以问题为导向全面审视县域新型城镇化发展面临的现实困境与挑战，提出建构空间管控、要素支撑、机制保障“三位一体”的县域新型城镇化发展路径框架，以期为我国县域现代化和城镇化高质量发展模式创新提供有益的理论支撑和实践参考。
Abstract:
New county urbanization is an important focus of implementing the new "people-oriented" urbanization strategy in the new development stage, and it is also the only way to realize Chinese-style modernization. It is of great significance to re-understand new county urbanization and explore the development path of new county urbanization in the context of Chinese path to modernization to implement and promote the new urbanization strategy. This paper adopts the methods of inductive abstraction and logical reasoning, sorts out the policy evolution history and current development characteristics of Chinese-style new county urbanization, comprehensively examines the practical dilemmas and challenges faced by the development of new county urbanization with a problem-oriented approach, and proposes a framework for the development path of new county urbanization that integrates "spatial control, factor support, and mechanism guarantee", with a view to providing a model for the development of new county urbanization in China. The aim is to provide useful theoretical support and practical reference for China’s county modernization and high-quality urbanization development model innovation.
