摘要:
“十五五”时期是我国全面推进中国式现代化建设的重要战略阶段，新型城镇化与城市治理现代化成为关键支撑。面对城镇化进程中人口结构变化、区域空间失衡、城乡发展差距扩大、治理能力不足等重大问题，亟需加强顶层设计，深入推进体制机制的全面改革与创新。立足“十五五”新形势与新要求，系统分析中国新型城镇化与城市治理面临的突出挑战，强调以人为核心，推动从规模扩张向质量提升的转变；提出实施区域差异化城镇化战略，构建以县城为载体的城乡协调格局，促进城市群与都市圈一体化发展，推动城市绿色低碳转型。同时，强化财政政策支持、公共服务均等化、动态监测评估和部门联动等配套措施，以实现城乡协调发展与城市治理现代化，推动城乡高质量融合发展，助力2035年中国式现代化目标的顺利实现。
Abstract:
The "15th Five-Year Plan" period is a crucial strategic stage for China to comprehensively promote the modernization with Chinese characteristics, and the modernization of new urbanization and spatial governance has become a key support for the modernization. Based on the new situation and requirements of the "15th Five-Year Plan" period, this paper systematically analyzes the prominent challenges faced by China’s new urbanization and spatial governance, emphasizing the focus on people and promoting the transformation from scale expansion to quality improvement. It proposes implementing differentiated urbanization strategies by region, constructing a coordinated urban-rural pattern centered on county towns, promoting integrated development of urban agglomerations and metropolitan areas, and promoting green and low-carbon transformation of cities. At the same time, it strengthens supporting measures such as fiscal policy support, equalization of public services, dynamic monitoring and evaluation, and departmental collaboration to achieve coordinated urban-rural development and modernization of spatial governance, promoting high-quality integrated development of urban and rural areas, and facilitating the smooth realization of the Chinese-style modernization goals during the "15th Five-Year Plan" period.
