摘要:
我国城镇化已步入中后期，“十五五”是城市由规模外延扩张转向内涵提质增效、实现发展模式系统性重构的关键窗口期。“十四五”时期，国内城市在产业升级、空间布局、生态治理及民生保障领域成效显著，同时也面临发展理念路径依赖突出、新旧动能转换接续滞后、空间资源统筹配置低效、治理体系和安全韧性存在短板等现实制约。立足国家城市高质量发展战略导向，城市需要实现发展理念、动力机制、空间格局、治理模式四大战略转型，构建理念重塑、动能培育、空间优化、治理升级、绿色转型协同推进的实施路径。以人本发展为核心，依托新质生产力赋能产业升级，统筹全域空间优化，完善多元协同治理体系，推进绿色低碳发展，可为各地编制“十五五”城市规划、建设现代化人民城市提供理论支撑和实践指引。
Abstract:
China’s urbanization has entered the middle and late stage. The 15th Five-Year Plan period serves as a critical window for cities to shift from extensive spatial expansion to connotative quality improvement and efficiency enhancement, and to achieve systematic restructuring of development models. During the 14th Five-Year Plan period, Chinese cities have made remarkable achievements in industrial upgrading, spatial layout optimization, ecological governance and people’s livelihood security. Meanwhile, they are confronted with practical constraints such as prominent path dependence in development concepts, sluggish transition between old and new growth drivers, inefficient overall allocation of spatial resources, and shortcomings in governance system and urban safety resilience. Guided by the national strategy for high-quality urban development, cities need to accomplish four major strategic transformations in development philosophy, driving mechanism, spatial pattern and governance model, and form an implementation path featuring coordinated progress in concept reshaping, kinetic energy cultivation, spatial optimization, governance upgrading and green transition. Centering on people-oriented development, relying on new quality productive forces to empower industrial upgrading, optimizing regional spatial layout as a whole, improving the collaborative multi-governance system and advancing green and low-carbon development can provide theoretical support and practical guidance for local governments to compile urban plans for the 15th Five-Year Plan and build modern people-centered cities.
