上海迈向卓越的全球城市的逻辑理路()

摘要:: 上海建设卓越的全球城市是我国社会主义现代化强国建设的一个缩影。上海迈向卓越的全球城市有其内在逻辑理路。从历史逻辑看，上海在“经济增长—结构升级—功能完善”的城市发展逻辑与框架下，经历了由“经济中心”到“全球城市”的城市功能转型升级，实现了从中心功能转向重要节点功能，作出了主要经济功能转向多元城市功能的重大调整，推动上海全球城市建设。从理论逻辑看，习近平同志关于城市工作重要论述，特别是考察上海的系列重要讲话中蕴含的人民中心论、尊重规律论、规划引领论、精细管理论等理念，为卓越的全球城市建设提供了科学指南。从现实逻辑看，上海中国式现代化的实践、世界影响力能级的提升、国际大都市风范魅力的彰显，为卓越的全球城市建设奠定坚实基础。从实践逻辑看，立足全球城市的核心功能，从国际、国家、上海3个层面瞄准全球最高标准，立足国家战略，围绕城市发展，打造全球资源战略配置的重要节点。

Abstract:: Shanghai’s development into a global city of excellence has an inherent logic. From the perspective of historical logic, Shanghai has undergone an evolutionary process of transformation and upgrading of its urban functions from an "economic centre" to a "global city". From the theoretical logic, Xi Jinping’s important remarks on urban work, especially the series of important speeches during his visit to Shanghai, have provided scientific guidelines for the construction of a global city of excellence. From the logic of reality, the modernisation and internationalisation of Shanghai’s cities are empowered in both directions, laying a solid foundation for the construction of a global city of excellence. In terms of practical logic, the international, national and municipal levels are used to create an important node for the strategic allocation of global resources.
