摘要:: 2019年11月2日，习近平总书记在上海视察时，提出“人民城市人民建，人民城市为人民”的重要理念，这为上海城市建设的高质量发展提供了根本遵循和实践方向。详细梳理人民城市理念的发展背景以及在上海城市更新中的多样化实践，以黄浦江两岸公共空间为主体，论述了其发展演变历程，探讨新时期人民城市建设背景下滨水公共空间更新的特殊性，提出“以公共性塑造人民的水岸”的城市发展路径，并进一步拆解为“公共的文化发展理念、公共的空间塑造方式以及公共的空间治理模式”三部分。在“上海2035城市总体规划”以及“一江一河”发展战略部署的背景下，提出对基于人民城市理念的黄浦江水岸发展的积极展望。

Abstract:: On November 2nd 2019, General Secretary Xi Jinping put forward the important concept of "people’s cities built by the people, people’s cities for the people" during an inspection of the Yangshupu Water Plant, a public space along the Yangpu Riverside. This produced important guiding significance to the urban development of Shanghai. This paper introduces the background of the development of the people’s city concept and its diversified practice in Shanghai’s urban regeneration. Taking the public space on both sides of the Huangpu River as the main study object, the paper discusses its development and evolution process, and explores the particularity of the waterfront public space revitalization under the background of the people’s city construction in the new era. The paper proposes an urban development path of "shaping people’s waterfront with publicity", whose specific paths can be dismantled into three parts: public cultural development concept, public space shaping method and public space governance model. Finally, under the background of the "Shanghai 2035 Urban Master Plan" and "Huangpu River and Suzhou Creek" development strategies, it proposes the positive outlook of the waterfront development based on the concept of the people’s city.
