摘要:
历史文化街区的保护更新日益受到重视。北京老城历史文化街区具有突出的典型性和复杂性,在产权复杂背景下,政府类主体实施保护更新面临着成本回收周期长和经济不可持续等问题。立足北京历史文化街区的特定情况,提出基于土地物权的产权权利束梯度化流通策略,并以北京南新华街历史文化街区中的某地块为例,开展多情景模拟测算,展现产权权利束梯度化流通策略下政府类主体(特别是国有企业)推动历史文化街区保护更新的资金平衡条件。研究揭示土地物权关系作为制度建构的核心,对社会主体关系和空间资源分配产生影响。在北京老城历史文化街区中,完善政府与市场的协同机制是提高经济可持续性和促进社会价值与经济价值双重提升的关键。
Abstract:
Against the background of urban regeneration, the conservation and regeneration of historic areas have gained increasing attention. The historic areas of Beijing Old City exhibit pronounced typicality and complexity, and under the context of property rights, government entities face challenges such as long cost recovery cycles and economic unsustainability. Based on the specific institutional and spatial conditions of Beijing Old City, this study proposes a tiered circulation strategy of property rights bundles grounded in land ownership. Through a representative site within the South Xinhua Street historic area as a case study, a series of multi- scenario simulations are conducted to reveal the financial balance conditions for conservation and adaptive reuse led by government entities (especially state-woned enterprises) under this strategy. The study identifies land property rights as the institutional core, shaping the interactions among social stakeholders and the allocation of spatial resources. In the historic areas of Beijing Old City, improving the coordination mechanism between governmental and market entities is crucial to enhancing economic sustainability and achieving both social and economic value.
