摘要:
以新发展理念与系统协同理论为基础，聚焦中国城市高质量发展，解构其“经济提质、空间优化、治理高效、生态宜居、民生普惠”的多维度协同内涵。通过分析发现，当前城市高质量发展面临产业结构失衡、空间治理碎片化、生态环境约束、公共服务不均四类困境，根源在于制度导向偏差、要素流动壁垒与市场激励缺失。据此提出路径创新策略：产业端构建创新驱动的差异化体系，空间端打造协同联动格局，生态端推进绿色低碳模式，治理端搭建多元协同体系，民生端完善共享导向服务网络。
Abstract:
Based on the new development philosophy and the theory of systematic synergy, this paper focuses on the high-quality development of Chinese cities and deconstructs its multi-dimensional collaborative connotation, which encompasses "economic quality improvement, spatial optimization, efficient governance, eco-livability, and inclusive wellbeing for the people". Through analysis, it is found that the current high-quality development of cities faces four types of dilemmas: unbalanced industrial structure, fragmented spatial governance, ecological and environmental constraints, and unequal public services. The root causes of these dilemmas lie in deviations in institutional orientation, barriers to factor mobility, and lack of market incentives. Accordingly, this paper proposes path innovation strategies: establishing an innovation-driven differentiated system on the industrial front, creating a collaborative and interconnected pattern on the spatial front, advancing a green and low-carbon model on the ecological front, building a multi-stakeholder collaborative system on the governance front, and improving a sharing-oriented service network on the people’s wellbeing front.
