摘要:
面对国家关于在城乡建设中加强历史文化保护传承的新要求,在探究历史文化名城保护制度发展演变的基础上,深入分析了系统性理论的内涵及其与历史文化名城保护的耦合关系。立足系统性的典型特征,结合西安实践,探索国土空间规划背景下历史文化名城保护传承的有效路径,即构建保护、利用、管理“三位一体”的保护传承体系,基于关联性完善保护内容,强化时间、空间、内涵关联的历史文化价值研究;基于层次性制定利用策略,实现从有形到无形、从内涵到外延的文化传承;基于动态性健全管理机制,形成全生命周期的精准、有效的实施管理模式。
Abstract:
In the face of the new requirements of strengthening the protection and inheritance of historical and cultural cities in the new era, this paper deeply analyzes the connotation of the systematic theory and its coupling relationship with the historical and cultural city conservation on the basis of exploring the development and evolution of the protection system. Then, based on systematic typical characteristics and combined with the practice of Xi ’an, this paper studies and explores the effective paths of implementing three-aspect strategies on the premise of constructing a three-in-one protection and inheritance system of protection, utilization and management for the protection and inheritance of the historical and cultural city under the background of territorial and spatial planning. The strategies are as follows: 1. Improving the protection content based on the historical and cultural value research of time, space and connotation correlation; 2. Formulating utilization strategies based on hierarchy to realize cultural inheritance from tangible to intangible, from connotation to extension; 3. Improving the management mechanism based on dynamics by forming an accurate and effective management model for the whole life cycle.
