摘要:
如何应对未来发展的不确定性始终是城市规划面临的难题和挑战。在城市发展过程中，终极蓝图式的规划模式与复杂多变的市场需求存在一定矛盾。作为规划实施管理的直接法定依据，控制性详细规划存在与市场脱节、落地性不强等问题。结合城市新区控规实施的困境，提出“刚性约束、弹性适应”的规划策略。以武汉中法半岛小镇核心区为例，通过“生态底图”“规划蓝图”“实施动图”进行控规编制，并提出相关思考，以期为其他类似工作提供借鉴。
Abstract:
How to cope with the uncertainty of future development has always been a difficult problem and challenge for urban planning. In the process of urban development, there is a contradiction between the ultimate blueprint planning model and the complex and changeable market demand. As the direct legal basis for planning implementation and management, the regulatory planning has problems such as weak implementation and disconnection from the market. Based on the practical dilemma of the implementation of the regulatory planning in new urban areas, this paper puts forward the planning strategy of "rigid constraint and flexible adaptation ". With the core area of the Sino-French Peninsula town in Wuhan as an example, the regulatory planning is formulated through the "ecological base map" "planning blueprint" and "implementation map ", and the thinking of planning is put forward to provide reference for other similar work.
