摘要:
国土空间规划是国家治理的重要抓手，也是对国家新时代发展战略的落实。对国土空间规划的理解不能切断其历史演化的过程，要从规划历史发展的角度来理解国土空间规划的产生和未来。改革开放以来，空间规划的发展历程可划分为“多规并行”“多规合一”和“国土空间规划”3个阶段，不同时期规划类型的产生适应了当时特定的发展情境，对特定的发展阶段产生积极的效用。研究提出，国土空间规划不是“泛化规划”，聚焦主要发展问题、优化核心规划内容有助于加快当前国土空间规划的编制工作。
Abstract:
Territoryspatial planning is an important starting point for national governance and an important implementation of the country’s development strategy in the new era. The understanding of territory spatial planning cannot cut off the process of its historical evolution. It is necessary to understand the emergence and future of territory spatial planning from the perspective of historical development of planning. Since the reform and opening up, the development process of spatial planning can be divided into three stages: “multiple planning parallel”, “multiple planning integration” and “territory spatial planning”. At different stages of development, planning has had a positive effect on economic and social development. This study proposes that territory spatial planning is not a “generalized planning”. Focusing on major development issues and optimizing core planning content are helpful to speed up the planning preparation.
