摘要:
在过去高能耗的发展模式下,城市是生态风险高地和危机前沿。区别于传统模式,绿色城市更新将绿色发展理念贯穿城市更新全过程,对城市建成区进行生态化、低碳化改造,是一个不断增强人民幸福感和获得感的系统工程。在气候韧性视域下,当前绿色城市更新仍存在一定问题,包括主体协同待增强、空间联动待提升、技术措施待优化、制度规则待完善、更新周期待重视等,需要进一步加强主体协同、增进空间联动、优化技术措施、健全制度规则、注重更新周期,通过凝聚主观共识和改善客观环境,来优化绿色城市更新成本及收益,构建绿色城市更新利益共同体。
Abstract:
Under the previous high-energy-consumption development model, cities have become hotspots of ecological risk and frontiers of crisis. Green urban renewal, which distinguishes itself from traditional models, is a systematic project that integrates the concept of green development throughout the entire process of urban renewal, carrying out ecological and low-carbon transformation of built-up urban areas to continuously enhance the people’s sense of well-being and fulfillment. From the perspective of climate resilience, current green urban renewal still faces certain challenges, including the need to strengthen multi-actor coordination, enhance spatial linkage, optimize technical measures, improve institutional rules, and pay greater attention to the renewal cycle. Addressing these requires further strengthening actor coordination, enhancing spatial linkage, optimizing technical measures, refining institutional rules, and focusing on the renewal cycle. By forging subjective consensus and improving the objective environment, this approach aims to optimize the costs and benefits of green urban renewal and build a community of shared interests in green urban renewal.
