摘要:
随着我国城市建设全面转向存量提质，城市更新日益成为改善人居环境、重构空间秩序与提升治理能力的核心路径。然而，当前公众参与普遍存在形式化、边缘化与实效性不足等问题，严重制约了更新行动的公平性与可持续性。在此背景下，亟需构建一套契合本土制度情境与社会基础的适地化公众参与模式，以切实提升其在城市更新中的实质性作用。研究融合公众参与阶梯理论与共同缔造理念，系统梳理了相关理论的发展与核心内涵，结合我国城市更新面临的现实困境与公众参与阶梯理论的适用与局限，构建“主体-程序-技术”三维分析模型，提出协同共治的公众参与模式。继而，对苏州城市更新公众参与的实践进行实证研究，总结公众参与模式的经验与不足，为公众参与发挥更优效用提供理论支撑。
Abstract:
With China’s urban construction comprehensively shifting towards a quality-oriented transformation of the existing urban stock, there are many problems in public participation, such as formalization, marginalization and lack of effectiveness, which seriously restrict the fairness and sustainability of the renewal action and severely constrain the equity and sustainability of regeneration actions. In this context, it is urgent to build a set of local public participation model that fits the local institutional situation and social foundation, so as to effectively enhance its substantive role in urban renewal. The research integrates the ladder theory of public participation with the concept of co-creation, systematically combs the development and core connotation of related theories, and combines the practical difficulties faced by China’s urban renewal with the application and limitations of the ladder theory of public participation to construct a three-dimensional analysis framework of "subject - procedure - technology" and propose a collaborative and co-governing public participation model. Subsequently, an empirical study is conducted on the practice of public participation in Suzhou’s urban renewal. This research summarizes the strengths and weaknesses of existing public engagement models, providing theoretical support for enhancing the effectiveness of public participation.
