东北地区是中国最早进入工业化的区域,且长期发挥着国家工业重镇的作用。20世纪中期,东北地区凭借雄厚的工业和资源基础,人口增速和城镇化水平在全国保持领先。改革开放后,东北地区人口增速逐渐降低并于2010年左右开始加速收缩,成为全国区域收缩最为典型的区域。以东北地区为典型案例,剖析人口负增长与产业结构失衡对城镇体系带来的挑战并提出可行的重构策略。运用统计分析与GIS空间识别等方法,分析东北三省的人口时空变化及城镇的等级结构和空间网络特征。结果表明,城镇体系呈现显著的金字塔断层,中小城市数量偏多而吸附能力不足,边境与资源枯竭型城市衰退压力尤为突出,导致功能分工失衡和公共服务供给效率下降。基于收缩型城镇理论,研究提出单中心强化型、组团发展型与层次收缩型三大应对模式,并从紧凑发展、区域协作及精明规划管理等方面提出差异化策略,以实现城镇体系的高效集约与可持续演进。研究结论可对“十五五”规划乃至未来人口收缩地区的长期管理提供参考和借鉴。
Abstract:
Northeast region, one of the earliest industrialized regions in China, has long served as a national industrial base. During the mid-20th century, supported by its strong industrial and resource base, the region maintained leading population growth and urbanization levels nationwide. However, since the reform and opening-up, the region’s population growth gradually slowed and began to contract rapidly around 2010, making it a typical case of regional shrinkage. This study uses Northeast China as the study area to analyze the challenges posed by negative population growth and imbalanced industrial structures on urban systems, and to propose feasible reconstruction strategies. Employing statistical analysis and GIS-based spatial identification methods, the study examines the spatiotemporal demographic changes of cities and towns in Northeast China as well as the hierarchical structure and network characteristics of its urban system. The results indicate that the urban system exhibits a pronounced hierarchical discontinuity, with an imbalanced abundance of small cities that lack sufficient capacity. In particular, border cities and resource-depleted cities face severe pressures of population decline, resulting in imbalanced functional differentiation and poor efficiency of public service delivery. Based on the analysis of the mechanism of regional shrinkage, we proposes three models to cope with the reconstruction of urban system: single-center strengthening, group development, and hierarchical shrinkage, and recommends differentiated strategies in terms of compact development, regional cooperation, and prudent planning and management to achieve efficient and sustainable urban system evolution. The findings provide valuable insights for the "15th Five-Year Plan" and the long-term management of regions experiencing population shrinkage.
