摘要:
随着中国式现代化发展道路的不断推进，中国进入城乡关系和乡村发展模式转变的关键时期。实现城乡融合发展成为缓解“城市病”和“乡村病”的必由之路，是破解发展不平衡不充分难题、实现中国式现代化的关键任务。剖析“十五五”时期城乡融合发展面临的多维困境，落实中央改革精神关键在于构建有效的央地协同机制与省级统筹下的分类施策体系，具体路径包括：制度协同，央地合力推进土地要素市场化、人力要素激活、城乡治理与公共服务再造；产业与质量提升，以县域为载体，省级统筹发展特色全产业链、创新“飞地经济”利益机制、推进公共服务标准化；空间优化与区域协调，国家引导构建梯度化空间体系与跨区域生态价值实现机制，省级主导差异化空间规划与交通网络建设；分类推进，区分东北、京津冀、长三角、珠三角、中西部等区域类型精准施策。最终需通过央地权责清晰、激励相容的落实机制，激发地方创新活力，实现城乡共同繁荣。
Abstract:
As China continues to advance along the path of Chinese-style modernization, the nation has entered a critical period of transformation in urban-rural relations and rural development models. Achieving integrated urban-rural development has become the essential route to alleviating "urban diseases" and "rural diseases," a key task in addressing imbalanced and inadequate development and realizing Chinese-style modernization. This paper analyzes the multidimensional challenges facing urban-rural integration during the 15th Five-Year Plan period. The research emphasizes that implementing central reform directives hinges on establishing effective central-local coordination mechanisms and a regionally tailored policy system under provincial-level oversight. Specific pathways include the following systematic approaches: system synergy, joint central-local efforts to advance market-oriented land factor allocation, human capital activation, and urban-rural governance and public service restructuring; industry and quality upgrading, leveraging counties as hubs for province-coordinated specialty industrial chains, innovating enclave economy models with shared benefits, and standardizing public services; spatial optimization and regional coordination, nationally guided development of tiered spatial systems and cross-regional ecological value realization mechanisms, province-led differentiated spatial planning and transportation networks; categorized implementation, precise regional strategies for Northeast China, Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, and Central-Western areas. Ultimately, success depends on implementation mechanisms featuring a clear central-local division of responsibilities and incentive compatibility to stimulate local innovation and achieve shared urban-rural prosperity.
