摘要:
对当前详细规划编制技术转型进行深入探讨，阐述详细规划编制在国土空间规划体系深化改革背景下的转型需求、面临困境、实践探索及其核心要点，着重分析如何在空间范畴拓展、管理链条延伸的背景下通过分类分层管控机制创新、审批调整机制完善以及信息化平台建设等方面推动详细规划的有效转型，以适应新时代城市和乡村发展的需求。
Abstract:
This paper makes an in-depth discussion on the technical transformation of detailed planning, expounds the transformation needs, difficulties, practical exploration and core points of detailed planning under the background of deepening reform of land and space planning system, and focuses on how to promote the effective transformation of detailed planning through the innovation of classification and hierarchical management and control mechanism, the improvement of examination and approval adjustment mechanism and the construction of information platform under the background of space category expansion and management chain extension, so as to meet the needs of urban and rural development in the new era.
