摘要:
区域协同发展是新时代城市群提升综合竞争力的核心战略。作为发达的城市群地区，莱茵鲁尔城市群通过多中心空间结构的培育、多层次空间规划的高效衔接、正式与非正式合作联盟的搭建、多元主体参与的项目合作以及基础设施的共建等合作策略，形成了多中心与网络化的协同发展机制。然而，由于德国城镇较强的自治传统与政府间复杂利益纠纷，莱茵鲁尔城市群在区域治理中仍存在政府间利益协调困难与整体认同感培育不足等问题。在莱茵鲁尔城市群协同发展实践的基础上，结合中国城市群情况，从组织、规划以及基础设施等多个方面提出未来城市群协同发展政策建议，以提高空间治理能力并完善空间治理体系。
Abstract:
Regional collaborative development is the core strategy for urban agglomeration to improve the comprehensive competitiveness in the new era. As a typical urban agglomeration, the Rhine-Ruhr has formed the networked cooperative development mechanism through the cultivation of multi-center spatial structure, the convergence of multi-level spatial planning, the construction of formal and informal cooperation alliances, the project cooperation with multi-subject participation and the construction of modern infrastructure. However, due to the strong tradition of autonomy and the complex interest disputes between governments, the Rhine Ruhr still has problems such as difficulties in intergovernmental coordination and insufficient cultivation of regional identity in the coordinated development. This study summarizes the experience and problems of the coordinated development of Rhine Ruhr, and puts forward some suggestions for the collaborative development of urban agglomeration from the aspects of organization, planning and infrastructure, so as to improve the capacity of regional governance and promote the formation of modern national spatial governance system.
