摘要:
针对山西省基层保护管理力量和业务水平同历史文化资源富集度不相匹配的典型困境，探讨如何通过构建历史文化名城保护省级评估与自评估全过程耦合工作体系，持续提升名城所在市县的保护管理能力和保护传承水平。基于“研究—计划—实施—运营”4个阶段，对应保护评估工作流程，确定各阶段的关键交互节点，建立省级评估与自评估之间的相互耦合关系，并提出各阶段具体的耦合方法与措施。通过省级评估与自评估全过程耦合机制的构建与方法探索，旨在改善评估工作运行绩效、增强反馈效果，真正实现“以评强基、以评促保”的目标。
Abstract:
In view of the typical dilemma that the grassroots protection and management capacity and professional proficiency in Shanxi Province fail to match the abundance of historical and cultural resources, this study explores how to continuously improve the protection and management capacity as well as the inheritance level of historical and cultural cities and their prefecture-level and county-level administrative regions by constructing a whole-process coupling work system of provincial evaluation and self-evaluation for the protection of historical and cultural cities. Based on the four stages of "research-planning-implementation-operation", corresponding to the workflow of protection evaluation, this paper identifies the key interactive nodes of each stage, establishes the mutual coupling relationship between provincial evaluation and self-evaluation, and puts forward specific coupling methods and measures for each stage. The construction of the whole-process coupling mechanism and exploration of relevant methods for provincial evaluation and self-evaluation aim to optimize the operational performance of evaluation work, strengthen the feedback effect, and truly achieve the goal of "consolidating the foundation and promoting protection through evaluation".
