摘要:
在超大城市从增量扩张转向存量更新的背景下，历史文化保护传承工作面临管理碎片化、基层执行力不足、产权主体实施动力弱、社区参与缺位等多重治理困境。广州市黄埔区自2021年起探索实践历史文化保护地区规划师 制度，以规划师为关键枢纽，通过制度构建、技术赋能、动 态监督、基层协作及文化传播5个维度，推动历史文化保护 协同治理机制构建。地区规划师在五年的服务实践中，同时担当制度设计师、技术守门员、监管评估员、街坊规划师、价值传播者五重角色，有效打通政策制度、专业技术、基层执行与公众认知的断裂，使历史文化保护的治理从“部门分治”走向“系统协同”。广州市黄埔区的实践表明，地区规 划师制度能够作为推动历史文化保护传承工作的枢纽，为文化遗产可持续传承提供可推广的治理路径。
Abstract:
Against the backdrop of transitioning from incremental expansion to stock-based urban regeneration, the conservation of historic and cultural heritage face multiple governance challenges, including fragmented management, weak implementation capacity at the grassroots level, limited motivation among property-right holders, and a lack of community participation. Since 2021, Huangpu District of Guangzhou has explored the implementation of a district planner system for historic and cultural heritage conservation. Serving as a critical governance pivot, district planners promote collaborative governance through five dimensions: institutional design, technological empowerment, dynamic supervision, grassroots coordination, and cultural communication. Over five years of continuous practice, district planners in Huangpu District assumed five key roles—institutional designer, technical gatekeeper, regulatory evaluator, neighborhood planner, and value communicator. Their efforts have effectively bridged the gaps between policy frameworks, professional expertise, grassroots implementation, and public awareness, enabling a transition from departmental fragmentation to system-wide collaboration in the governance. Practice in Huangpu District demonstrates that the district planner system can function as key pivot for heritage conservation. It provides a transferable governance pathway for the sustainable transmission of cultural heritage.
