城市更新背景下，历史城区整体性保护面临从技术原则向统领性理念的转型。然而，既有研究多聚焦大城市，其基于资源无约束的理论框架对中小城市适配性不足。以浙江台州府城30余年实践为案例，探索中小城市在人才薄弱、财政有限等资源约束下的整体性保护路径。台州府城通过构建“物质空间修复—文化传承活化—社会维系”三维轻量化协同框架，形成“低强度干预、低成本运营、低门槛参与”“法规在地化、业态差异化、治理扁平化”的“三低三化”范式。在未大规模拆迁前提下，实现历史城区整体留存、2.8万原住民活态共生、历史风貌留存率超90%，并揭示了商业化过度、社会网络弱化等现实矛盾。研究突破大都市背景整体性保护理论的隐含假设，提出以资源约束为前提，将高强度干预转为制度韧性与社会运营，构建政府引导、市场参与和社会介入多元化复合型保护主体体系，并将成本效益纳入评估体系。台州府城实践为同类中小城市提供了范式参考。
Abstract:
In the context of urban renewal, the holistic conservation of historical urban districts is experiencing a paradigm shift from technical principles to overarching guiding philosophies. However, existing studies have predominantly focused on large cities, and their theoretical frameworks—rooted in the implicit assumption of unconstrained resources—exhibit limited adaptability to small and medium-sized cities (SMSCs). This paper takes the 30-year practice of Taizhou Fucheng, Zhejiang Province, as a case study to explore pathways for the holistic conservation of SMSCs under resource constraints, such as a scarcity of professional talent and limited fiscal capacity. By constructing a three-dimensional lightweight collaborative framework encompassing "Physical space, Cultural inheritance, and Social sustenance," Taizhou Fucheng has developed a "Three Lows and Three Localizations" paradigm: Low-intensity intervention, Low-cost operation, and Low-threshold public participation; Localized regulatory adaptation, Differentiated business format development, and Flattened governance structures. Without large-scale demolition, the historical district has been preserved in its entirety, 28,000 original residents maintain dynamic coexistence with the heritage site, and the retention rate of historical features(fengmao, i.e., historical character and landscape) exceeds 90%. Meanwhile, the practice also reveals pressing contradictions, including excessive commercialization and the weakening of local social networks. This study challenges the implicit assumptions of holistic conservation theories developed in the context of megacities. It proposes that, under resource constraints, conservation efforts should shift from high-intensity physical intervention to fostering institutional resilience and sustainable social operation. Specifically, it advocates for a diversified and composite conservation subject (zhuti, i.e., stakeholder) system featuring "government guidance, market participation, and social engagement," while integrating cost-benefit analysis into the conservation evaluation framework. The practice of Taizhou Fucheng provides a replicable model for holistic conservation in similar SMSCs.
