摘要:
超大城市更新行动是破解城市病、提升城市品质的关键手段，也是推动城市高质量发展的重要路径。不同空间场景在功能属性、产权结构和更新矛盾上存在差异，要求城市更新政策形成更具针对性的目标、任务与工具组合。构建目标-任务-工具的多维度政策分析框架，基于中央层面及10座超大城市的134份城市更新政策文本，采用文本挖掘技术对老旧小区、老旧厂区、老旧街区和城中村四类空间场景的更新政策进行分析。结果发现：四类空间场景在政策目标、更新任务与政策工具维度均表现出差异化特征，且三者之间形成了由场景特征向政策配置传导的适配逻辑。基于多场景比较的城市更新政策分析，能为超大城市制定精准化更新政策提供科学依据。
Abstract:
Urban regeneration initiatives in megacities are crucial measures for addressing urban challenges and enhancing urban quality, serving as a key pathway to high-quality urban development. Accordingly, regeneration policies must be well-adapted to the distinct attributes of different spatial scenarios. This study constructs an analytical framework based on the dimensions of objective-task-instrument. Using 134 urban regeneration policy documents issued by the central government and ten megacities, we applies text mining techniques to analyze regeneration policies for four types of spatial scenarios: old residential neighborhoods, old factory areas, old street blocks, and urban villages. The findings indicate that the four spatial scenarios exhibit differentiated characteristics across the dimensions of policy objectives, regeneration tasks, and policy instruments. The internal alignment among these three dimensions also differs significantly. Moreover, there are clear divergences in policy focus across different megacities. This multi-scenario policy analysis provides a scientific basis for formulating targeted urban regeneration policies in megacities.
