摘要:
在国家推动城市高质量发展及“四好建设”（好房子、好小区、好社区、好城区）的战略背景下，相关标准化工作已成为提升城市治理现代化水平的关键工具。针对当前文明城区建设中存在的保护理念偏差、开发模式同质化、空间供给失衡及长效管控缺失等问题，依托《好城区技术导则》和《好城区建设标准体系指南（研究报告）》两项基础性研究成果，辨析文明城区的核心内涵并梳理其历史演进脉络，构建涵盖文化传承、特色风貌、全龄友好三大核心模块的文明城区标准体系框架，提出“完善类+提升类”双轨并行的标准化建构路径。旨在通过“价值锚定、任务拆解、长效保障、协同增效”四大机制，推动文明城区建设从碎片化的“运动式创建”向系统的“长效化治理”转型，为实现城市精神文明和物质文明的协同发展提供理论支撑和技术指引。
Abstract:
Under the strategic background of promoting high-quality urban development and the "Four better Constructions" (better housing, better neighborhood, better community, and better urban districts) at the national level, standardization initiatives have become a key tool for enhancing the modernization of urban governance. Drawing upon two foundational research outcomes—the Technical Guideline for Good Urban Districts and the Guidelines for the Standard System of Good Urban District Construction—this paper conducts a systematic study addressing existing issues in the construction of civilized urban districts, such as deviations in conservation concepts, homogenized development models, imbalanced spatial supply, and the absence of long-term management and control. By analyzing the core connotation of civilized urban district and tracing their historical evolutionary logic, this study constructs a dual-track standard system framework comprising "improvement" and "enhancement" categories. Furthermore, it proposes a standardized construction path covering three core modules: cultural heritage, distinctive features, and all-age friendliness. The paper aims to facilitate the transformation of civilized urban district construction from fragmented, campaign-style creation to systematic, long-term governance through four mechanisms: value anchoring, task decomposition, long-term assurance, and collaborative synergy. This provides theoretical support and technical guidance for the synergistic development of urban spiritual and spatial civilizations.
