在城乡历史文化保护传承体系从宏观构建走向微观落实的背景下,聚焦文物保护单位保护范围内新建筑介入这一关键环节,认为新建筑应作为连接物质与非物质、历史与当代的价值延伸载体,构建整合历史、功能、风貌三大核心要素的协同设计框架,提出包含“价值要素解析一准入合法审批研判一约束条件转化”的精细化操作路径,系统阐明如何将多要素保护传承要求转化为具体的设计策略与空间语言。以大运河国家文化公园常州段非遗保护传承中心为实证案例,展示该方法论在多重保护区划叠压的复杂场域中实现遗产保护、文化传承和社会发展统一的可行性,为推进体系的精准落地提供理论支撑和实践范本。
Abstract:
Against the background of the transformation of the System of Historical and Cultural Protection and Inheritance (SHCPI) from macro construction to micro implementation, focusing on the key link of the intervention of new buildings within the protected area of cultural relic protection sites in this system, and closely adhering to the requirements of "multi-element" protection and inheritance, this paper proposes that new buildings should serve as a "value extension carrier" connecting the material and the intangible, history and the contemporary. A collaborative design framework integrating the three core elements of history, function and style has been constructed. At the same time, a refined operation path including "value element analysis – access and legal approval assessment - constraint conditions transformation" is proposed, systematically clarifying how to translate multi-element protection and inheritance requirements into specific design strategies and spatial languages. Through an empirical analysis of the Intangible Cultural Heritage Protection and Inheritance Center of the Changzhou section of the Grand Canal National Cultural Park, the feasibility of this methodology in achieving the unity of heritage protection, cultural inheritance and social development in a complex field with multiple overlapping protection zones is demonstrated, providing theoretical support and practical models for the precise implementation of SHCPI.
