摘要:: 科学编制城市保障性租赁住房规划，是推动保障性租赁住房高质量发展的重要抓手。当前，该类规划在编制过程中面临诸多挑战。从发展定位、供给方式、供应目标、空间布局等方面解读保障性租赁住房政策内涵，并构建涵盖需求测算、供给潜力评估与空间布局指引在内的关键技术方法。结合天津、青岛、衢州等地的保障性租赁住房发展规划实践，分析这些方法在实际规划中的应用效果。最后，围绕机制建设、供需匹配、筹集渠道和“好房子”建设等方面，提出进一步优化规划编制的具体建议。

Abstract:: Scientifically formulating urban affordable rental housing planning is an important lever to promote the high-quality development of affordable rental housing. Currently, the planning process still faces many challenges. This article interprets the connotation of the policy of affordable rental housing from the aspects of development positioning, supply mode, supply target, and spatial layout, and constructs key technical methods covering demand measurement, supply potential assessment, and spatial layout guidance. Based on the development planning practices of affordable rental housing in Tianjin, Qingdao, Quzhou and other places, the application effects of these methods in actual planning are analyzed. Finally, specific suggestions are put forward to further optimize the planning and formulation in terms of mechanism construction, supply-demand matching, supply channels, and the construction of "good houses".
