摘要:
历史街区价值评价研究对其保护更新路径选择与行动实施具有决策支持意义。针对历史街区保护经验范式“南橘北枳”、价值研究“二元分离”的瓶颈问题，从历史街区的复合价值属性出发，建构出以文化资产价值和空间资产价值两大价值维度及其8项细分价值要素、20项价值指标因子组成的历史街区资产价值双系统评价方法。该方法可实现对街区遗产杰出性、格局完整性、年代久远性、交通可达性、尺度兼容性、设施现代性等价值属性的分项测评和汇总分析，支持不同文化类型、价值等级、保存情况、区位条件、功能属性、尺度规模下历史街区资产价值特征的科学识别和文旅融合发展路径的适配选择。同时，通过对重庆市20处样本街区的测评研究，文章提炼出公共文化、活态博物馆、文旅休闲、文创孵化、历史社区五种适配不同资产价值组合的历史街区文旅融合发展路径及其保护更新精明响应策略，以期为新时期我国历史街区保护更新研究与实践提供有益参考。
Abstract:
The research on the value evaluation of historic districts has decision support significance for the selection of their conservation and renewal paths and the implementation response of actions. In response to the historic districts conservation bottleneck problems of the experience paradigm regional adaptability in practice and the value binary separation in research, this article starts from the composite value attributes of historic districts and constructs a dual system evaluation method for the asset value of historic districts, consisting of two major value dimensions: cultural asset value and spatial asset value, as well as eight subdivided value elements and 20 value factors. This method can achieve sub item evaluation and summary analysis of value attributes such as outstanding heritage, integrity of the historic pattern, longevity, accessibility of transportation, compatibility of scale, and modernity of facilities. It supports scientific identification of asset value characteristics of historic districts under different cultural types, value levels, preservation situations, location conditions, functional attributes, and scales, and can provide appropriate selection of cultural tourism integration development paths. At the same time, through the evaluation research of 20 sample districts in Chongqing, this article extracts five paths for the integrated development of cultural tourism in historic districts that are suitable for different asset value combinations, including public cultural field, living museums, cultural tourism consumer destination, cultural and creative incubation space, and historic communities, as well as their smart response strategies for preservation and renewal, in order to provide useful references for the research and practice of historic district preservation in China in the new era.
