历史文化街区是我国历史文化名城保护的重要内容和层次,传统院落是历史文化街区形态构成和实施“小规模、渐进式”有机更新的基本单元,其保护更新与活化利用在国家强调城乡建设中加强历史文化保护传承的时代背景下具有特殊重要的意义。济南自1986年被公布为国家历史文化名城以来,历史文化街区保护更新已从分散的部门行动转入政府统筹主导的实施阶段,带动社会力量积极参与,出现了政府主导、社会资本主导和居民“自下而上”三种主要的院落保护更新模式。在现场调研基础上,引入新制度理论,对实施中的产权重构进行解析,从遗产保护和实施难度两个维度对不同实施模式进行对比分析。研究发现院落保护更新实施成效及产权重构方式存在比模式类型划分更为细致复杂的差异,并在此基础上提出对保护更新模式优化的建议。
Abstract:
Historic and cultural Districts are an important part and level of the conservation of historic cities in China. Traditional courtyards are the basic units for the urban formation and small-scale gradual organic renewal of historic areas. Their conservation, renewal, and revitalization have special significance in the era of national emphasis on strengthening historical and cultural protection and inheritance in urban and rural construction. Since Jinan was declared a national historic city in 1986, the conservation and renewal of historic and cultural Districts have shifted from scattered departmental actions to a government leading implementation stage, driving active participation from social forces. Three main models of courtyard conservation and renewal have emerged: the government leading model, the social capital leading model and the resident "bottom-up" model. Based on on-site research, new institutional economics theory is introduced to analyze the property rights reconfiguration in implementation, and different implementation modes are compared and analyzed from the perspectives of heritage conservation and implementation difficulty. The study finds that there are more detailed and complex differences in the implementation effectiveness and property rights reconfiguration methods of courtyard conservation and renewal than the classification of model types. Based on this, suggestions for optimizing the conservation and renewal model are proposed.
