摘要:
加强控规实施的跟踪监督，建立控规的体检评估机制，是完善详细规划层级的实施监督体系、实现控规闭环运行的重要一环。聚焦体检评估的“控规版”，基于新时期北京市国土空间规划体系和控规统筹管理制度，在思考并分析控规实施体检评估重点因素和其他城市工作经验的基础上，探索提出了控规实施体检评估的技术方法，并以石景山区已经批复并实施的控规为案例进行分析，以期能为北京市乃至全国控规实施的体检评估机制建立提供参考。
Abstract:
Establishing "examination & evaluation" mechanism for the regulatory planning and tracking the implementation is an important step of closed-loop operation of regulatory planning. This article focuses on the "examination & evaluation" of regulatory planning. Based on the Beijing’s territorial space planning system and the regulatory planning management system, through analyzing the key factors and referring the experience of other cities, it explores and proposes technical methods for the "examination & evaluation" of regulatory planning，and conducts a case analysis using the approved and implemented regulatory planning of Shijingshan district. The aim is to provide a reference for establishing the "examination & evaluation" mechanism for the regulatory planning implementation in Beijing and even nationwide.
