摘要:
针对历史街区保护更新成本高、资金筹措难、收益平衡周期长等困境，探索提高资金效能的可持续实施路径。在厘清全流程资金需求的基础上，对比分析不同主体实施模式在资金来源和使用配置等方面的差异，结合国内外多地具有创新成效的保护更新经验，着眼于不同实施阶段，以“开源”“节流”为突破口，提出资金效能优化策略及保障机制完善建议，以期为历史街区保护更新提供可持续实施路径参考。
Abstract:
Facing the challenges of high costs, difficulties in securing funding, and extended income balance cycles in the protection and regeneration of historic districts, this study explores sustainable implementation paths to enhance funding efficiency. Based on clarifying the funding requirements throughout the entire process, it compares and analyzes the differences in funding sources and allocations among different implementation models. Drawing on the innovative experiences of many domestic and international historic districts, it proposes funding efficiency optimization strategies and suggestions for improving support mechanisms, targeting different implementation stages, with a focus on ’increasing revenue’ and ’reducing expenditure’, aiming to provide a sustainable implementation path reference for the protection and regeneration of historic districts.
