摘要:
都市圈是中国经济发展的重要引擎，具有产业协作圈属性。优质高效的产业协作体系是都市圈高质量一体化发展的重要基础。以分工理论为基础，梳理新质生产力赋能区域产业协作的内在逻辑。在此基础上，以南京都市圈为例，采用产业结构相似指数、对比分析等方法，测算并分析了该都市圈产业协作的现状。结果显示，新质生产力赋能效应已显现，两个同城化片区已初步形成错位发展的产业内、产业链分工格局，中心城市与非中心城市间产业协作更加密切。但是，研究亦发现存在城际产业发展不平衡、非中心城市间产业同质竞争、区域服务业层次和水平不高等问题。建议从新制度和新模式、新技术和新要素、新需求和新业态等方面来充分发挥新质生产力助推区域产业协作的功能，从而提升区域产业分工协作水平，助力区域产业经济高质量发展。
Abstract:
The metropolitan area is an important engine of China’s economic development, and it even has the attribute of industrial cooperation area. An effective regional industrial cooperation system is an important foundation for the high-quality development in the metropolitan area. Based on the theory of division of labor, the paper sorts out the internal logic and mechanisms of regional industrial cooperation empowered by the new quality productive forces. Then, on this theoretical basis, the current situation of industrial cooperation in Nanjing metropolitan area is measured and analyzed through the industrial structure similarity index and comparative analysis method. The results show that the empowering effect of new quality productive forces has emerged, the two co-urban areas in Nanjing metropolitan area are developing towards the dislocation development as well as intra-industry or even intra-chain division. Meantime, the industrial cooperation between the central city and non-central cities are closer, but there also exist some problems such as unbalanced industrial development among members, homogeneous industrial competition between non-central cities, and weak competitive capacity of regional service industries. Finally, to give full play to the function of new quality productive forces to boost regional industrial cooperation efficiency, suggestions are proposed from the aspects of new mechanisms and new models, new technologies and new factors, and new demands and new commercial forms. In this way, the level of regional industrial division of labor as well as cooperation could be improved, and the high-quality development of regional economy could be promoted.
