摘要:
新型城镇化建设背景下，城市空间作为城市建设的重要载体，承担着产业发展、文化传承、社区管理、空间整合和生态优化等多种功能。在城市发展迈入“存量更新”模式的阶段，针对当前城市建设尤其是二、三线发展中城市的更新旧改需求增加、城市人口增加、用地指标紧张等现状问题，如何实现城市高质量、系统化发展显得尤为重要。选取江苏省无锡市为案例，基于国内外城市更新发展历程，以促进无锡综合性与整体性发展为目标，立足于“政府部门—区域专家—基层群众”三维群体，构建“统筹机制—施策机制—保障机制”的三层级圈层式高质量城市更新治理体系，为未来二、三线城市规划统筹提供参考。
Abstract:
Under the background of new urbanization, urban space, as an important carrier of urban construction, bears many functions such as industrial development, cultural inheritance, community management, spatial integration and ecological optimization. At the stage of urban development stepping into the mode of "Stock Renewal", in view of the current urban construction, especially in the second-and third-line cities, the demand for the renewal of the old is increasing, the urban population is increasing, and the index of land use is tight, and how to realize the high quality and systematic development of urban systematization is particularly important. Taking Wuxi, Jiangsu province as a case study, based on the development of urban renewal at home and abroad, aiming at promoting the comprehensive and holistic development of Wuxi, and based on the three-dimensional group of "Government departments-regional experts-grass-roots people", the researchers proposes to construct a three-level and circle-level high-quality urban renewal governance system of "overall planning mechanism-policy implementation mechanism-guarantee mechanism", and provide reference for the planning of second-and third-tier cities in the future.
