摘要:
当前中国传统村落保护利用仍然面临空心化、老龄化和失能化的问题，农村的人空、房空现象比较突出，文化与经济发展相互独立、顾此失彼的矛盾仍十分严峻。面对新发展要求，要以习近平“文化经济”论述为指引，从认识论的高度确立传统村落的文化与经济辩证统一、保护与利用辩证统一、传承与创新辩证统一。浙江省传统村落保护利用工作取得引领全国的成绩，其总结了创新实践的“十大模式”，体现了“文化经济”的关键作用，为全面推进乡村振兴战略起到积极作用。为建构浙江省传统村落保护利用发展新格局，实现更高质量发展，应当深入挖掘文化资源、精心凝练文化主题，以“文化定桩”统领村庄规划，夯实基础设施，提升发展能力；以“双创”引领创新实践，大力推进“文旅共富”，着力壮大集体经济，同时加强基层培训，提高认识水平。
Abstract:
Currently, the conservation and utilization of traditional Chinese villages still face problems of hollowing out, aging, and disability. The phenomenon of people and houses being empty in rural areas is quite prominent, and the contradiction between culture and economic development is still very severe. In the face of new development, it is necessary to follow the guidance of the Xi Jinping’s "Cultural Economy" exposition, to establish the dialectical unity of culture and economy, conservation and utilization, inheritance and innovation for traditional villages from an epistemological perspective. The conservation and utilization of traditional villages in Zhejiang Province has achieved national leading results, and innovative practices have summarized the "Ten Major Models", reflecting the key points of "cultural economy" and playing a positive role in comprehensively promoting the rural revitalization strategy. In order to construct a new pattern of conservation, utilization and development of traditional villages in Zhejiang Province, and achieve higher quality development, we should deeply tap into cultural resource and carefully refine cultural themes. Leading village planning with "Cultural stake setting", consolidating infrastructure, and enhancing development capabilities. Leading innovation practice with "double innovation", vigorously promoting "cultural and tourism prosperity" and focusing on strengthening the village’s collective economy. At the same time, it is necessary to strengthen grassroots training and improve awareness levels of rural revitalization.
