摘要:: 近年来，在遗产保护与可持续发展整合成为国际焦点的背景下，欧洲强调多部门、多尺度、跨区域协调空间发展的空间规划被视为助力保护与发展整合的有力工具。荷兰作为欧洲空间规划的先行者，在21世纪成为欧洲推动遗产政策融入空间规划的先驱之一，20多年来面向空间规划的遗产政策实践体现出3大趋势，即面向“文化空间”的多样遗产整合，从“部门”“因素”到“载体”的空间政策升级，简明、高效的空间授权尺度配置。同时，初步总结其对我国空间规划体系下的历史文化名城保护规划所具有的启示。

Abstract:: In recent years, as the integration of heritage protection and sustainable development has become an international focus, the European spatial planning, which emphasizes multi-sectoral, multi-scale, and cross-regional coordinated spatial development, is seen as a powerful tool to help integrate protection and development. The Netherlands, as a pioneer in European spatial planning, has also become one of the pioneers in Europe in promoting the integration of heritage policy into spatial planning in the 21st century. In the more than 20 years, the Dutch heritage policy practice for spatial planning has reflected three major trends: diverse heritage integration towards "cultural space", the space policy upgrade from "department", "factor" to "vector", and the concise and efficient space authorization configuration in different scales. At the same time, this article provides a preliminary enlightenment for the protection planning of historical and cultural cities under China’s spatial planning system.
