摘要:
行政区划调整有利于推进区域城镇化发展。从人口、经济、土地和社会等4个维度构建了城镇化水平评价指标体系，通过熵值法测算河南省20个行政区划调整的乡镇的城镇化水平综合值，并以撤乡建镇、乡镇撤并和乡镇改办3类区划调整模式的典型乡镇为例，深入剖析行政区划调整城镇化效应及作用机制。研究表明：（1）撤乡建镇的人口城镇化水平显著提高，并对综合城镇化影响呈降低趋势；（2）乡镇改办的经济城镇化水平显著提高，并对综合城镇化影响呈增长趋势；（3）乡镇改办的土地城镇化水平显著提高，撤乡建镇和乡镇改办的土地城镇化水平对综合城镇化影响呈增长趋势；（4）乡镇改办的社会城镇化水平显著提高，并对综合城镇化影响呈降低趋势；（5）行政区划调整增强了乡镇的确权赋能、整合集聚、提质扩容和有效治理等能力。
Abstract:
The adjustment of administrative divisions is conducive to promoting the development of regional urbanization. This paper constructs an urbanization level evaluation index system from the four dimensions of population, economy, land, and society. It uses the entropy method to measure the comprehensive value of the urbanization level of 20 towns and towns adjusted by administrative divisions in Henan province. Taking the example of typical towns and villages in the three types of zoning adjustment models, such as the merger and reorganization of towns and towns, this article analyzes the urbanization effect and mechanism of administrative division adjustment. Studies have shown that: (1) The urbanization level of the population that has been removed from townships to build towns has increased significantly, and the impact on comprehensive urbanization has shown a decreasing trend; (2) The economic urbanization level of the reorganization of townships has increased significantly, and the impact on comprehensive urbanization has increased Trends; (3) The level of urbanization of land in the reorganization of townships and towns has increased significantly, and the level of land urbanization that has been withdrawn from townships and towns and reorganization of towns and towns has an increasing impact on comprehensive urbanization; (4) The level of social urbanization in the reorganization of towns and towns is significant Increase and reduce the impact of comprehensive urbanization; (5) The adjustment of administrative divisions has strengthened the ability of towns and towns to confirm power, integrate and agglomerate, improve quality, expand capacity and effective governance.
