摘要:
在存量更新与高质量发展背景下，城乡历史文化保护传承正由以名城、街区、历史建筑等为核心的对象式保护，转向面向城乡建设全过程的体系化治理。现有研究虽然已从保护对象扩展、保护理念演进和数字技术应用等方面推进了相关讨论，但对于保护要求如何嵌入规划实施过程，并在价值识别、空间传导、动态监管与反馈评估之间形成制度闭环，仍缺乏系统阐释。以中国历史文化保护制度演进及其现实困境为基础，结合国际遗产保护制度的比较分析，提出一个“结构—过程—工具”相结合的城乡历史文化保护传承实施框架。框架从多层级治理、多要素整合和闭环机制建构3个维度展开，并进一步提出法治保障、规划传导、财政支持、数智治理、多元共治与监督反馈相衔接的实施路径。研究旨在推动城乡历史文化遗产保护传承由对象管理走向体系治理，从实践上为其嵌入规划实施与空间治理提供理论框架与政策工具。
Abstract:
Against the backdrop of existing space optimisation and high-quality development, the protection and transmission of urban-rural historical and cultural heritage in China is shifting from object-based conservation centred on historic cities, blocks, and historic buildings toward system-oriented governance throughout the entire process of urban and rural development. Existing studies have advanced the discussion through the expansion of protection objects, the evolution of conservation concepts, and the application of digital technologies. However, it still lacks a systematic explanation of how conservation requirements can be embedded into planning implementation and translated into an institutional closed loop linking value identification, spatial transmission, dynamic monitoring, and feedback evaluation. Drawing on the evolution of China’s historical and cultural conservation system and its current practical dilemmas, and informed by a comparative analysis of international heritage conservation institutions, this paper proposes an implementation framework for urban-rural historical and cultural conservation that integrates structure, process, and policy instruments. The framework is developed along three dimensions: multi-level governance, multi-element integration, and the construction of closed-loop mechanisms. It further identifies an implementation pathway that coordinates legal safeguards, planning transmission, financial support, digital and intelligent governance, multi-actor co-governance, and feedback. The study aims to facilitate a shift in the protection and transmission of urban-rural historical and cultural heritage from object-based management to system-oriented governance, and to provide a theoretical framework and policy toolkit for embedding heritage conservation into planning implementation and spatial governance.
