摘要:
历史文化街区是历史文化名城保护制度所确立的重要保护对象，其保护再生也是城市保护和特色塑造的关键所在，历史文化名城保护制度的健全完善离不开历史街区的全面保护复兴和有效管理。在回顾和概述我国历史文化街区保护观念形成过程的基础上，比较英美日等国历史街区保护管理的经验，探讨在新时代构建城乡历史文化保护传承体系和管理机制进程中，历史文化街区可持续保护与高质量发展的整体性措施及历史地段活化再生的基本原则。
Abstract:
Historic districts are important protection objects set up in the conservation system of Historic and Cultural Cities, and their protection and regeneration are also the key to the urban conservation and the shaping of their characteristics. The deepening and improvement of the protection system of Historic and Cultural Cities cannot be separated from the comprehensive protection and effective management of historic districts. On the basis of reviewing and summarizing the formation process of the concept of historic districts in China, this paper discusses the integrated measures of the sustainable conservation for historic and cultural districts in the process of building the historic and cultural protection inheritance system in the new era, with reference to the experience of the protection and management of historic districts in Britain, USA and Japan, as well as the basic principles for local governance to lead the revitalization of historic sites in the full implementation of urban regeneration in China.
