摘要:
当前我国城市更新格局与区域韧性正迈向高质量发展阶段，亟须在城市更新进程中探索提升韧性城市的发展路径。基于我国城市发展现实与城市更新背景，从经济、社会、生态、治理4个维度深入分析城市更新背景下韧性城市高质量发展的价值意蕴，主要体现在经济“风险抵御”，效益“可持续增长”；社会“公平发展”，社区“构建网络”；生态“代谢循环”，气候“适应突破”；治理“制度创新”，技术“赋能融合”。同时，对韧性城市高质量发展现实困境进行多维透视，主要存在制度性困境、空间性困境、社会性困境与技术性困境。探索韧性城市高质量发展的实践路径，需要从巩固刚性框架、强化全域责任；提升资源效能、强化功能组合；激活基层协同韧性、厚植全民防灾素养；筑牢市政响应底座、撬动科研协同优势等方面促进韧性城市高质量发展。
Abstract:
China’s urban renewal landscape and regional resilience are advancing toward high-quality development, urgently requiring exploration of pathways to enhance resilient cities within the renewal process. Based on China’s urban development realities and renewal context, this study conducts an in-depth analysis of the value implications for high-quality development of resilient cities across four dimensions—economy, society, ecology, and governance—under urban renewal. Key manifestations include economic "risk resilience" and "sustainable growth" in benefits; social "equitable development" and community "network building", ecological "metabolic cycles" and climate "adaptive breakthroughs", governance "institutional innovation" and technological "empowerment and integration." Simultaneously, this study offers a multidimensional perspective on the practical challenges facing high-quality development of resilient cities, identifying institutional, spatial, social, and technological constraints. Built on on this foundation, exploring practical pathways for high-quality development in resilient cities requires consolidating rigid frameworks and strengthening comprehensive responsibility, enhancing resource efficiency and reinforcing functional integration, activating grassroots collaborative resilience and cultivating public disaster preparedness literacy, and fortifying municipal response foundations and leveraging scientific research collaboration advantages.
