我国历史建筑从静态保护进入活化利用的新阶段,“闲置”现象成为当前历史文化保护传承工作的掣肘,亦是城市更新背景下存量资源盘活的潜在机遇。以广州市为研究样本,运用产权理论解析历史建筑闲置本质内涵和成因,识别不同产权历史建筑的利用障碍。借鉴国内外遗产保护的典型经验,以“资产管理”为导向,提出4种历史建筑保护利用的产权重构模式,以及相应“责任-经济-制度”的产权机制保障建议,期望为城乡建设中历史建筑活化保护的可持续路径提供思路。
Abstract:
While the activation and utilization of historic buildings has become a common way instead of static protection in China, the vacancy of historic buildings is not only a hindrance on historical and cultural protection and inheritance work, but also a potential opportunity for the revitalization of stock resources in urban renewal. Based on vacant historic buildings in Guangzhou City, the study analyzes the connotation and causes of vacancy by introducing property theory, and identifies hindrances in utilization of historic buildings under different properties. This paper draws on the experience of heritage conservation around the world, and proposes four property reconstruction modes of historic buildings conservation guided by "asset management" and the corresponding "Responsibility-Economy-System" guarantee mechanism, hoping to provide ideas for the sustainable path of protection and activation of historic buildings in urban and rural construction.
