历史文化街区的遗产价值已得到普遍认同，并通过“精英式”“重投入”的方式被率先保护。而相较于历史文化街区，非典型历史街区面临社会关注度低、企业和政府投入不足、社区参与程度低下等一系列保护困境。基于此，建构了社区参与内生性因素和外源性因素相结合的遗产保护策略。以重庆市北碚区水土老街陵江社区为实证案例进行深度剖析，提出内生性因素“需求匹配”“能力输出”“价值认同”刺激居民自发参与，外源性因素“赋利”“赋能”“赋智”引导居民主动参与。进一步总结为“激励”“实施”“保障”层面的社区参与策略，以期为此类型历史街区的遗产保护提供思路借鉴。
Abstract:
The heritage value of historical and cultural districts has been widely recognized, and they have been first protected through "elite style" and "heavy investment" methods. Compared to historical and cultural districts, atypical historical districts face a series of protection difficulties, such as lack of prominent value, low willingness of various sectors of society to intervene, and insufficient enthusiasm for community participation. Based on this, this article constructs a heritage protection strategy that combines community participatory endogenous and exogenous factors. Taking Lingjiang Community in Shuitu Old Street as an empirical case, we conduct a deep analysis, proposing that endogenous factors such as "demand matching", "ability output", and "value identification" stimulate spontaneous participation of residents, while exogenous factors such as "empowerment", "benefits giving", and "intelligence" guide residents to actively participate. We further summarize the community participation strategies at the levels of "motivation", "implementation", and "guarantee", in order to provide ideas and references for the heritage protection of this type of historical blocks.
