区域协调框架下对文化遗产保护的认识重构——“欧洲之心”对我国历史文化保护传承工作的启示-中国名城

摘要:: 党的二十大报告作出了深入实施区域协调发展战略和加强城乡建设中历史文化保护传承的重大部署。近年来，文化在区域发展中的重要性日益凸显，同时历史文化保护也从单一要素保护向系统和区域性保护转变，但相关实践仍然处于探索当中。以欧洲区域跨境协作的典范“欧洲之心”为例，将文化作为区域价值观构建的重要基础，通过建立区域历史文化要素体系和文化保护共生网络，有力支撑区域协作共同发展。研究提出我国需要重新认识文化遗产在区域发展中的价值，以完整叙事的文化线索为核心完善保护对象，创新实施体制机制，以真正发挥文化在区域高质量发展中的核心驱动作用。

Abstract:: The report of the 20th National Congress of the Communist Party of China has made a major deployment to deeply implement the regional coordinated development strategy and strengthen the protection of cultural heritage in urban and rural construction. In recent years, the importance of culture in regional development is becoming increasingly prominent, and the protection of historical and cultural heritage has shifted from a single element protection to a systematic regional protection. However, relevant practices are still being explored. This article takes the example of Centrop, which is a model of cross-border cooperation in the European region, to effectively support the practical experience of regional cooperation. It regards culture as an important foundation for building regional values by establishing a system of regional historical elements and a symbiotic network of cultural protection. The study proposes that, China needs to reconstruct its understanding of the value system of cultural heritage in regional development. With a complete narrative of cultural clues as the core, we will improve the conservation object system, and innovate the mechanism system with the goal of promoting implementation, in order to truly play the core driving role of culture as a high-quality regional development.
