摘要:
产城融合是促进工业与城镇空间协调发展的内在要求，也是推进我国新型城镇化建设的一种重要途径。结合新城新区发展的最新形态，回顾其发展历程，以系统的视角剖析产城融合内涵、要素关系和演变机理。研究发现，我国新城新区演进过程与西方存在不同，可大致划分为初创探索、单一功能、综合新城、功能整合和特色发展4个阶段；经过40余年城市化发展，我国新城新区在城市规模、基础设施建设、产业结构等方面都取得显著成绩，但也存在发展不充分、结构不平衡、功能不完善等问题，与高质量发展要求相距甚远；以经济开发区为例，对新城新区产城关系演变进行分析，认为工业化和城镇化良性互动能够促进开发区向着产城融合科学化方向持续推进。最后，针对我国新城新区产城融合面临的发展难题，提出产城融合发展战略。
Abstract:
The integration of industry and city is the inherent requirement of promoting the coordinated development of industry and town space, and it is also an important way to promote the construction of new-type urbanization in our country. Based on the latest development of new towns and new areas, this paper reviews its development process, and analyzes the connotation, factor relationship and evolution mechanism of the integration from a systematic perspective. It is found that the evolution process of a new town in our country is different from that in the west, which can be divided into 4 stages: initial exploration, single function, comprehensive new town, functional integration and characteristic development. After more than 40 years of urbanization development, the new urban areas in our country have made remarkable achievements in urban scale, infrastructure construction, industrial structure and so on, however, there are also some problems such as insufficient development, unbalanced structure and imperfect function, which are far away from the requirements of high-quality development.Taking the Economic Development Zone as an example, this paper analyzes the evolution of the industry city relationship in the new town and new area, and believes that the positive interaction between industrialization and urbanization can promote the development zone to continue advancing towards the direction of industry city integration. Finally, in response to the development challenges faced by the integration of industry and city in new towns and new areas in China, a development strategy for the integration of industry and city is proposed.
