城市保护地边缘地带是维持保护地生态系统完整性的关键区域,也是促进城市绿色发展的先导区。国土空间规划将其作为重点管控单元,要求在严守生态保护红线的基础上加强城市与自然之间的有机联系。构建生态适宜性评价可以有效识别不同地块的景观敏感性等级并匹配相应的保护利用方式,进而提高城市保护地边缘地带精细化治理水平。以扬州蜀冈-瘦西湖风景名胜区为例,选取8个因子进行景观敏感性分析,按照各地块景观敏感性等级与资源特点构建生态适宜性矩阵,在保护措施、活动类型、建设内容3个方面提出边缘地带不同要素保护利用方式,以期为具有高度复合价值的边缘空间提供规划引导。

The fringe belt of urban protected area is the key region to maintain protected area ecosystem integrity and the pilot region to promote urban green development. Territorial spatial planning regards it as a key control unit to improve the organic connection between city and nature based on ecological protection red line. The establishment of ecological suitability evaluation could effectively identify the landscape sensitivity levels of different plots and match the corresponding conservation and utilization approaches, in order to improve the fine governance level of urban protected area fringe belt. We take Shugang-Slender West Lake Scenic Area as an example and select eight factors for landscape sensitivity analysis. The ecological suitability matrix was constructed according to the landscape sensitivity level and resource characteristics of each plot. We propose the conservation and utilization approaches of different elements of fringe belt from three aspects of protection measures, activity types and construction contents, so as to provide planning guidance for the fringe space with high compound value.
