摘要:: 城市高质量发展必须对青年友好并重视青年的发展。“十四五规划”提出要“深入实施青年发展规划，促进青年全面发展”。自2019年10月起，团中央面向全国开展“青年发展型城市”试点，已有80个试点城市。聚焦“青年发展型城市”指标体系研究是服务城市试点能力建设的关键性内容，指标体系是推进试点落实、强考核、抓质量的关键性抓手。在梳理国内外10套具有代表性指标体系的基础上，以落实《中长期青年发展规划》要求为主线，从11个方面出发，以新时期青年需求为中心，综合考虑地方政策落地和青年人口管理等，构建包含12个维度、40项指标的青年发展型城市指标体系。研究对试点城市开展指标体系编制具有直接的参考价值。

Abstract:: High quality urban development must be youth friendly and attach importance to youth development. The 14th five year plan proposes to "thoroughly implement the youth development plan and promote the all-round development of youth". Since October 2019, the Central Committee of the Communist Youth League of China has carried out the pilot of "youth development city" nationwide, with 87 pilot cities. Focusing on the research on the index system of "youth development city" is the key content of service city pilot capacity-building. The index system is the key to promote the implementation of the pilot, strengthen the assessment and grasp the quality. On the basis of combing 10 representative indicator systems at home and abroad, taking the implementation of the requirements of the medium and long term youth development plan as the main line, starting from 11 aspects, focusing on the needs of youth in the new era, and comprehensively considering the implementation of local policies and youth population management, we have built a youth development city indicator system with 12 dimensions and 40 indicators. The research has direct reference value for the pilot cities to develop the index system.
