摘要:: 基于近几年的相关文献，首先分析了住房和城乡建设部关于城市信息模型（CIM）试点进展及成果，涉及北京副中心、雄安新区、广州、南京、厦门等第一批试点城市；然后从政策导向、顶层设计、建设理念、评估指标、数字孪生城市等视角，梳理了中国新型智慧城市发展的进程及其对CIM的需求，最后从新型智慧城市技术牵引和CIM建设政策推动两个维度，论述CIM对于新型智慧城市发展的支撑，旨在明确CIM与新型智慧城市的关系，以及基于数字孪生的CIM对于新型智慧城市发展的重要作用，助力CIM和新型智慧城市发展。

Abstract:: Based on reviewing of the relevant literature in recent years, the progress and achievements of City Information Model（CIM）development proposed by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China were analyzed at the first, which includes Beijing Municipal Administration Center, Xiongan New Area，Guangzhou，Nanjing，and Xiamen. Then, the process and demands of CIM for new smart city (NSC) development were studied by means of several aspects, like digital twin city idea, policy orientation, top-level design, construction concept, and evaluation indicators. Finally, the functions and supporting of CIM for the new smart city (NSM) were discussed in two ways, such as technical traction of new smart city development and policy promotion for CIM construction based on digital twin city idea, in order to clear and definite the relationship of CIM and new smart city, as well as the importance of CIM for new smart city, and to promote the further development of CIM and new smart city.
