摘要:
伴生城镇是我国经济社会发展中的一个特殊现象，是我国区域城镇体系优化设置和推进行政管理体制改革需要面对和解决的一个现实问题。提出和系统阐释伴生城镇的概念和内涵，选择四川省德阳市孝泉镇、孝德镇为研究案例，综合分析孝泉、孝德伴生城镇经济发展和规划建设中存在的突出问题，并阐释这一现象产生的背景与形成机制，为伴生城镇未来的优化整合和发展走向提供参考。研究表明：行政边界相连、政府驻地相接、历史文化相近、语言民俗相似是孝泉、孝德伴生城镇的主要特征；优越的区位条件、平坦的地形基础、行政区划的拆分、边界效应的转化、行政区经济的阻碍以及产业结构和历史文脉的相似，是促进孝泉、孝德伴生城镇形成的内在机制；伴生城镇存在着行政资源浪费、规划建设混乱、社会管理混乱等突出问题；未来可以通过设立管委会、乡镇的撤并与整合等方式来解决这一特殊的经济社会现象和城镇组合形态。
Abstract:
Companion town is a special phenomenon in China’s economic and social development. It is a practical problem that needs to be faced and solved in optimizing the establishment of regional urban system and carrying out the reform of administrative system. This paper takes the lead in proposing and systematically explaining the concept and connotation of companion towns. It chooses Xiaoquan Town and Xiaode Town in Deyang City of Sichuan Province as research cases to comprehensively analyze the prominent problems existing in the economic development and planning and construction of these companion towns. By analyzing and explaining the background and formation mechanism of this phenomenon, it can provide reference for the future optimization, integration and development trend of companion towns. The research shows that the main characteristics of Xiaoquan and Xiaode’s companion towns are administrative boundaries, government residences, historical and cultural similarities, language and folk customs similarities. Superior location conditions, flat terrain foundation, division of administrative divisions, transformation of boundary effect, obstacle of administrative economy and similarity of industrial structure and historical context are the internal mechanism of promoting the formation of Xiaoquan Xiaode companion towns. There are some prominent problems in the companion towns, such as waste of administrative resources, confusion in planning and construction, and confusion in social management. In the future, we can solve this special economic and social phenomenon and form of urban combination by means of the merger of towns, the establishment of management committees, and the establishment of new small cities.
