城乡低效用地挖潜和盘活是缓解土地供需矛盾,促进用地节约集约发展的重要方式。系统梳理低效用地的内涵界定和主要特征,结合沛县实践,将低效城镇用地、低效工矿用地和低效村庄用地作为重点研究对象,从土地效益、土地效率、土地管理3个角度构建“3项一级指标、8项二级指标、24项分项评价指标”的低效用地潜力测度评价体系,并对低效用地的空间分布特征及其成因分析,提出了建立数据库、完善目标内涵、坚持顶层设计和规划先行、探索差异化的再利用模式和健全制度体系等建议,为后续相关工作提供支撑。
Abstract:
The exploitation and revitalization of inefficient urban and rural land is a crucial approach to alleviate the contradiction between land supply and demand, as well as promote the economic development and intensification of land use. This study systematically elucidated the connotation, definition, and main characteristics of inefficient land. By incorporating practical experience from Peixian County, this research focused on investigating key areas including inefficient urban land, inefficient industrial and mining land, and inefficient village land. A comprehensive measurement and evaluation system for assessing the potential of inefficient land was constructed based on three perspectives: land benefit, land efficiency, and land management. The measurement and evaluation system encompassed "three primary indicators, eight secondary indicators, and 24 sub-evaluation indicators". Through analyzing the spatial distribution characteristics and the causes of the inefficiency in these lands, several proposals were put forward including establishing a database, refining target connotations, prioritizing top-level design and planning, exploring differentiated reuse models, and improving systemic mechanisms. These recommendations aim to provide support for subsequent related work.
