摘要:
从韧性理论的视角,分析总结城市水环境空间所面临的公共安全风险性多样、抵抗冲击能力不足和灵活应变能力薄弱等挑战,将韧性理论应用于城市水环境空间,以“适应”和“减弱”的态度来应对高度不确定性突发公共事件,将其对公共安全健康和经济的影响降至最低,并维持城市安全宜居、绿色生态、健康可持续发展所需的城市水环境空间功能稳定,同时明确城市水环境空间韧性规划的韧性主体、对象和策略。在此基础上,提出城市水环境空间韧性规划4个方面策略,即系统思维构建组织韧性、适应设计构筑工程韧性、多样准备开发经济韧性和多方联动建立社会韧性,做好常态化的准备,构建韧性的城市水环境空间。
Abstract:
This paper from the perspective of resilience theory, summarizes the challenges faced by the urban water environment space, such as the diversity of public security risks, insufficient ability to resist shocks and weak flexibility, applies the resilience theory to the urban water environment space, adopts the attitude of "Adaptation" and "Weakening" to deal with highly uncertain public emergencies, minimizes its impact on public safety, health and economy, and maintains the safety and livability of the city The spatial function of urban water environment required for green ecological, healthy and sustainable development is stable. And define the main body, object and strategy of urban water environment spatial resilience improvement. On this basis, four strategies for urban water environment spatial resilience improvement are proposed: systematic thinking to build organizational resilience, adaptability to design and construction engineering resilience, diversified preparation to develop economic resilience and multi-party linkage social resilience, and preparation for normalization to build a resilient urban water environment space.
