摘要:
建设公园城市是习近平总书记对我国新型城镇化发展的重要指示,而推动公园城市生态价值转化则是公园城市建设的关键发力点。其生态价值转化的根本逻辑是通过科学合理配置生态资源、社会资本等发展要素,促进生态价值与社会经济、政治文化等价值体系的耦合发展,形成社会—经济—文化等多位一体的复合效益,从而满足人民的多层次需求、构建高质量发展格局。研究指出生态本底、主体协同、市场需求和约束机制是实现其价值多维转化的关键动力,进而以公园城市建设示范区的成都市为例,从生态资源的可持续供给、责任主体结构、新型业态培育和空间规划管控4个维度探讨了具体的转化路径,以期为公园城市研究提供一定参考。
Abstract:
Building park city is an important instruction from General Secretary Xi Jinping on the development trend of the second half of Chinas urbanization. Promoting the ecological value transformation of park cities is an important focus of park city construction. The study first analyzes the multiple types of ecological value transformation in park cities, and further points out that ecological background, main body synergy, market demand and constraint mechanism are the key driving forces to realize their multi-dimensional value transformation. Finally, taking Chengdu City, a demonstration area for park city construction, as an example, the specific path of ecological value transformation is discussed in four dimensions: sustainable supply of ecological resources, structure of responsible subjects, cultivation of new business modes and spatial planning and control.
