摘要:: 在日益复杂的国际局势下，构建以国内循环为主体、国内国际双循环互促的新发展格局是中国开启区域高质量发展的必由之路。长三角作为国家推行区域发展战略部署的重要单元，更肩负着“探索发展新路径、以区域发展带动全国发展”的重要使命。为此，应从供给侧结构性改革、经济内生驱动力提升、区域空间协同和治理体系建设4方面重点推动建设双循环新发展格局。在此基础上，提出长三角区域一体化建设路径：（1）协同共建世界级产业集群以提升区域总体竞争力；（2）依托科创走廊推动创新型区域建设；（3）推动都市圈高质量建设以培育区域参与国际竞合的增长极；（4）深化区域治理体系改革，破解区域一体化面临的政策和制度瓶颈，并最终构建双循环新发展格局下区域协同发展的长效机制。

Abstract:: Building a new development pattern with domestic and international circulation is vital for China to maintain high-quality regional development. As a significant unit to implement the national strategic deployment of regional development, the Yangtze River Delta shoulders the mission of "exploring new development paths and driving national development". Therefore, we should focus on the supply-side structural reform, the improvement of internal economic drive, and the construction of regional coordination space and governance system to promote the construction of a new double-cycle development pattern. Based on this realistic logic, this paper puts forward the construction path of regional integration in the Yangtze River Delta: (1) Jointly build world-class industrial clusters to enhance the overall competitiveness of the region (2) promote the construction of innovative areas (3) promote the high-quality construction of metropolitan areas to cultivate the growth pole (4) deepen the reform of the regional governance system and build a long-term mechanism for regional coordinated development under the new dual-circulation development pattern.
