摘要:
通过梳理海绵城市的源起和建设内涵,探析海绵城市的系统组成、跨专业学科和实施过程,认为顶层设计思路更具领衔性,是统筹海绵建设的关键要素。以德阳高新技术区海绵城市专项规划为案例,在概念性规划阶段植入海绵城市理念,构建4大系统格局,实现雨洪安全、径流控制、水质优良和雨水资源化利用目标。结合城市规划方案,将海绵设施在空间上进行有效落位,以生态骨架区、城市建设区和生态型基础设施区3大功能分区和12项子分区,制定地块控制目标和控制要素。从顶层设计的角度,将海绵城市的目标进行分解实施,并充分考虑不同分区的衔接关系,形成海绵系统网络,为全面实施我国海绵城市建设具有积极而重大的现实意义。
Abstract:
Top-level design is concluded more leading and be the key element to coordinate sponge construction,by sorting out the origin and construction connotation of sponge city while analyzing the system composition, cross-disciplinary and implementation process of sponge city. Taking the special planning of Sponge city in Deyang High-tech Zone as the case, in the conceptual planning stage, the concept of sponge city is implanted to construct four major system patterns to achieve the goals of storm-water safety, runoff control, water quality improvement and rainwater resource utilization. Combined with urban planning scheme, the sponge facilities are put effectively on the space setting.The plot control objectives and control elements are formulated with 3 functional divisions and 12 sub-divisions basing on ecological framework area, urban construction area and ecological infrastructure area.The objectives of sponge city are decomposed and implemented from the perspective of top-level design to implement sponge city target decomposition and give full consideration to the different partitions of cohesion form the sponge system network.It brings a positive and significant practical significance to carry out sponge city construction in Our country.
